कामच बोलतं… कामच ओळख… अजितदादांच्या कामाची नोंद – विजय चोरमारे.
मुंबई ( बारामती झटका )
अजितदादा पवार हे महाराष्ट्राच्या राजकारणातलं वेगळं प्रकरण आहे. कामाचा झपाटा काय असतो ते त्यांच्याकडं बघून कळतं. जाहीरपणे कौतुकाचे शब्द त्यांच्या वाट्याला कधी येताना दिसत नाहीत. परंतु काळाच्या पातळीवर काम करणा-या माणसाचे मूल्यमापन होत असते. तशीच एक नोंद कॅगच्या अहवालात घेण्यात आली आहे. २०२०-२१ या आर्थिक वर्षात राजकोषीय तूट तीन टक्यांहून खाली आणण्यास महाराष्ट्र सरकारला यश आले. राजकोषीय तूट तीन टक्क्यांच्या खाली म्हणजे २.६९ टक्क्यांवर आली. करोना काळात राजकोषीय तूट कमी करण्यात महाविकास आघाडी सरकारला यश मिळाल्याचे कॅगच्या अहवालात म्हटले आहे. आर्थिक शिस्तीमुळेच हे घडले असून त्याचे श्रेय निःसंशयपणे अर्थमंत्री अजितदादा पवार यांना जाते.
सत्ता असो-नसो महाराष्ट्राच्या राजकीय-सामाजिक जीवनात अजितदादांची नेहमीच चर्चा असते. आपल्या कार्यशैलीमुळे ते नेहमी चर्चेत असतात. जनसामान्यांमध्ये त्यांच्याबद्दल कौतुकाची भावना असली तरी प्रसारमाध्यमांमधून मात्र त्यांच्याबद्दलचे नकारात्मक चित्र रंगवण्याचाच शक्य तेवढा प्रयत्न केला जातो. अशा गोष्टींची पर्वा न करता त्यांचा कामाचा धडाका सुरू असतो. करोना काळात अजितदादांनी जे काम केले, त्याची बरोबरी कोणत्याही राज्यातील कुठलाही मंत्री, मुख्यमंत्री करू शकणार नाही.
करोना काळात केरळच्या आरोग्यमंत्रिपदी असलेल्या केके शैलजा यांनी केलेल्या कामामुळे त्यांना कोविड रणरागिणी म्हणून ओळखले जाऊ लागले. शैलजा यांच्या कामाचे कौतुक राष्ट्रीयच नव्हे, तर आंतरराष्ट्रीय पातळीवर झाले. एखाद्या राज्याच्या मंत्र्याने किती नियोजनबद्ध काम करावे आणि परिस्थिती नीट हाताळावी, याचे उदाहरण म्हणून शैलजा यांच्या कामाकडे पाहिले जात होते. याच कामाच्या बळावर करोनानंतर झालेल्या केरळ विधानसभा निवडणुकीत त्या सर्वाधिक मताधिक्क्याने निवडून आल्या. परंतु नव्या चेह-यांना संधी देण्याचे धोरण स्वीकारून पक्षाने त्यांना मंत्रिमंडळातही स्थान दिले नाही. त्याबद्दलही त्यांनी तक्रारीचा सूर काढला नाही. आपण जे काम केले ते पक्षाच्या पाठिंब्यामुळेच करू शकल्याचे सांगताना त्यांनी मंत्रिमंडळात संधी न देण्याचा पक्षाचा निर्णयही मान्य केला होता. यामुळेही शैलजा यांच्या नावाची पुन्हा एकदा देशभर चर्चा झाली होती.
एकीकडे शैलजा यांनी केलेल्या कामाची देश-विदेशातील प्रसारमाध्यमांनी दखल घेतली असताना अजितदादांनी केलेल्या कामाची मराठी माध्यमांनीही नीट दखल घेतली नाही. कॅगच्या अहवालात त्यांनी आर्थिक शिस्तीसाठी राबवलेल्या उपाययोजनांबद्दल कौतुक करण्यात आले आहे. खरेतर अजितदादांच्या कोविडकाळातल्या एकूण कामाची त्यापलीकडे जाऊन नीट दखल घेण्याची गरज आहे.
आपल्याला माहीत आहे, कोविडकाळात महाराष्ट्रात काय परिस्थिती होती. मुख्यमंत्री उद्धव ठाकरे मंत्रालयात येत नव्हते. प्रकृतीचे कारण असल्यामुळे लोकांमध्ये न मिसळता ते मातोश्री निवासस्थानातूनच काम करीत होते. त्या मुद्द्यावरून आजही विरोधक त्यांच्यावर टीका करीत असतात. उद्धव ठाकरेच नव्हे, तर कोविड काळात महत्त्वाची जबाबदारी असलेले काही मंत्रीही घरातून बाहेर पडत नव्हते. काही मोजकेच मंत्री जोखीम घेऊन बाहेर पडत होते आणि राज्याचा गाडा हाकत होते. मुख्यमंत्री उद्धव ठाकरे यांच्या प्रकृतीची जाणीव ठेवून अजितदादांनी सूत्रे हाती घेतली होती. राज्यकारभाराचा आणि प्रशासनाचा दीर्घ अनुभव असल्यामुळे त्यांच्यासाठी ते कठीण नव्हते. कोविडकाळात सगळे घाबरून घरात बसले होते, तेव्हा अजितदादा सकाळी आठ वाजता मंत्रालयात येत होते. सकाळी आठ वाजता सुरू झालेले त्यांचे काम सायंकाळी उशिरापर्यंत चालायचे. संपूर्ण राज्यातील परिस्थितीचा आढावा घेणे, परिस्थितीचा अंदाज घेऊन राज्य सरकारच्यावतीने शक्य ते सहकार्य करणे, जिल्ह्याजिल्ह्याच्या प्रशासानाला दिशादर्शन करणे या पातळीवर त्यांचे काम सुरू असायचे.
ख-या अर्थाने अजितदादांचे कार्यालय हे राज्याचा नियंत्रण कक्षच बनला होता. या काळात त्यांच्याकडे कुठलेही अतिरिक्त अधिकार नव्हते. आपल्याकडील मर्यादित अधिकारांच्या बळावर त्यांनी सूत्रे हाती घेऊन काम सुरू केले होते. या काळात नुसत्या कोविडमुळे निर्माण झालेल्या अडचणी नव्हत्या. मंत्रिमंडळातील मंत्र्यांनी केलेले उपद्व्याप निस्तरावे लागत होते. विरोधकांनी राजभवनाच्या माध्यमातून अक्षरशः सरकारला हैराण करून सोडले होते, त्याला कामाच्या पातळीवर उत्तर दिले जात होते. केंद्रसरकारकडून असहकार्य होते ते वेगळेच. अशा परिस्थितीत जबाबदारी ओळखून अजितदादा अविश्रांत काम करीत होते. परिस्थितीचे गांभीर्य ओळखून ते अत्यंत जबाबदारीने काम करीत राहिले. मुंबईतून राज्याचा गाडा हाकत होते. शिवाय पालकमंत्री म्हणून पुण्याची जबाबदारी होती, तिथल्याही बारीकसारीक गोष्टींवर त्यांचे लक्ष होते. मध्यवर्ती धारेतल्या प्रसारमाध्यमांनी अजितदादांच्या या काळातील कामाची अक्षम्य उपेक्षा केली. अजितदादांनी ना दाढी वाढवून कामाचे सोंग केले. ना फेसबुक लाइव्हच्या माध्यमातून इमेज बिल्डिंगचे काम केले. ते अविरत काम करीत राहिले. कॅगच्या अहवालात अर्थमंत्री म्हणून त्यांनी केलेल्या कामाचे कौतुक केले, त्यानिमित्ताने त्यांनी कोविडकाळात केलेल्या कामाची ही उजळणी ! – विजय चोरमारे
