मोदी सरकारने मांडलेला आजचा केंद्रिय अर्थसंकल्प हा भारतीय अर्थव्यवस्थेची तात्पुरती कॉस्मेटिक सर्जरी आहे – रविकांत वरपे

आजच्या केंद्र सरकारच्या बजेटमधून देशातल्या सामान्य नागरिकांना मोठ्या अपेक्षा होत्या, मात्र त्यांचा भ्रमनिरास सरकारने केला आहे. या बजेटमधून जनतेच्या तोंडाला पाने पुसण्याचे काम मोदी सरकारने केले आहे.
राष्ट्रपतीच्या अभिभाषणात हा ‘अमृतकाल’ असल्याचा उल्लेख करण्यात आला होता. आठ वर्षाच्या अमृत मंथनानंतर या बजेटमधून देशाचे पंतप्रधान नरेंद्र मोदी, अमित शहा व गौतम अदानी यांनाच अमृत मिळाले असून १२५ कोटी भारतीयांच्या वाटेला मात्र विष आलेले आहे, अस या बजेटमध्ये दिसत आहे.
देशात पंतप्रधान नरेंद्र मोदी यांच्या नेतृत्वात २०१४ साली भाजपचे सरकार सत्तेत आल्यावर ८ वर्षांपासून मोदीजी स्मार्ट सिटी, मेक-इन-इंडिया, स्किल इंडिया या विषयावर बोलत होते. मात्र, आजच्या बजेटमध्ये या तीनही गोष्टींचा साधा उल्लेख देखील अर्थमंत्री निर्मला सीताराम यांनी केला नाही. याचा अर्थ मोदी सरकारच आजच बजेट म्हणजे “पुढचं पाठ आणि मागच सपाट” असच म्हणावं लागेल.
या बजेटमधून महाराष्ट्राला देखील काही मिळालेलं दिसत नाही, राज्यात महाविकास आघाडीचे सरकार पाडून शिंदे-फडणवीस सरकार स्थापन झाले. वास्तविक या महाराष्ट्रातून सर्वाधिक ‘कर’ रूपाने पैसा हा देशाला दिला जातो. त्या करातून महाराष्ट्राला एक दमडा देखील मिळालेला नाही.
२०२२-२३ चा GDP जो ८% असले असा अंदाज मोदी सरकारला होता मात्र, प्रत्यक्षात आज तो GDP ६.५% इतका आहे. GDP विकासदर कमी झाला असेल तर बेरोजगारी मोठया प्रमाणात वाढली आहे असे समजले जाते. गेल्या दोन वर्षांपासून NSSO ची केंद्रीय अर्थसंकल्पच्या सर्वेक्षणमध्ये बेरोजगारीची आकडेवारी येत नाही. देशातील युवकांना रोजगाराचे आश्वासन मोदी सरकारने दिले होते. ते हवेत विरले असून बेरोजगारीचा अधिकृत आकडा देखील समोर येत नाही.
या देशात शहरी बेरोजगारी ८% वाढली असून ग्रामीण भागात रोजगाराची भीषण परिस्थिती आहे. प्रत्येकी १०० युवकांच्या मागे ४२ युवक बेरोजगार असल्याची स्थिती आहे.
आजच्या केंद्र सरकारच्या बजेट मध्ये रोजगार निर्मिती बाबत ठोस पावले दिसत नाही. केवळ धर्माच्या नावाने राजकारण करून युवकांची माथी भडकवली जात आहेत.
आज देशात फसलेल्या आर्थिक धोरणांमुळे गरीबीचे प्रमाण वाढले असून लोकांचे उत्पन्न घटले आहे. यामुळे ८०% नागरिकांना मोफत अन्न धान्य देण्याची वेळ मोदी सरकार वर आली आहे. जर सरकारला नागरिकांना मोफत अन्न धान्य पुरवावे लागत असेल तर देशाची अर्थव्यवस्था रसातळाला गेली आहे.
शेतकऱ्यांच्या बाबत देखील सरकारने आश्वासनांची बोळवण केलेली आहे. डिजिटल प्लॉटफॉर्म देण्याची योजना सरकारने बजेट मध्ये सांगितलं आहे. मात्र; २०१९ च्या लोकसभा निवडणुकीत शेतकऱ्यांचे उत्पन्न डबल करण्याचे आश्वासन देण्यात आले होते. ते फोल ठरलं आहे.साधी MSP देखील शेतकऱ्यांना देण्यात आलेली नाही. खते,बी-बियाणे कीटनाशक यांच्या किंमती देखील कमी झालेल्या नाहीत.
पायाभूत सुविधा करीता सरकार १० कोटींची गुंतवणूक करत आहेत .मग BOT तत्वावर रस्ते,इमारतीचे,पूल याचे काम का करत आहात? BOT मुळे सर्व सामान्य माणसाला टोल भरावा लागेल. त्याच्या खिशाला आर्थिक झळ बसणार आहे. मग पायाभूत सुविधा मध्ये १० लाख कोटी रुपये कोणाच्या हितासाठी गुंतवणूक केली आहे ? मोदी सरकारचे आयात-निर्यात धोरण देखील चुकीचे आहे. आयात वाढली असून निर्यात कमी झालेली आहे. CAD तूट ५.९ % पर्यत गेली आहे. याचा अर्थस्पष्ट आहे की, देशाची अर्थव्यवस्था बिघडलेली आहे.
मोदी सरकारने प्रत्येकाला २०२२ पर्यत घर देण्याचे ठरवले होते. मात्र; ते देखील फोल ठरले असल्याचे स्पष्ट आहे. या बजेटमध्ये मध्यमवर्गीयांना दिलासा मिळेल यासाठी ५ पद्धतीची कर प्रणाली तयार केली आहे. आधी २.५० लाखा पर्यत कर ० होता आता ती मर्यादा ५० हजार ने वाढवून ३ लाखा पर्यत केली आहे. हा फार मोठा दिलासा नाहीये,याचा किती लोकांना फायदा होईल यावर देखील प्रश्न उपस्थित केला जात आहे.
ग्रामीण भागाची अर्थव्यवस्था ज्या मनरेगा वर अवलंबून आहे. ज्यातून ग्रामीण रोजगार निर्मिती होते, त्याच देखील बजेट ६० हजार कोटी करून मागील वर्षाच्या तुलनेत ते जवळपास २८ हजार कोटीने कमी केले आहे. सगळ्यात महत्त्वाचं म्हणजे उद्या अमेरिकेत आंतरराष्ट्रीय फेडरल बँकेची बैठक होणार आहे. त्यांनी जर रेपोरेट वाढवला त्या मुळे डॉलर च्या किमतीत वाढ होईल याचा परिणाम भारतीय रुपयांवर होईल. अशा वेळेस आर्थिक धोरण काय असावे ? अशावेळी भारताच पाऊल काय असेल ? त्याचा साधा विचार देखील या बजेटमध्ये करण्यात आलेला नाही.
कर्नाटक राज्यात विधानसभा निवडणुका जवळ आल्या आहेत. त्यामुळे इतर राज्यांच्या तुलनेत कर्नाटकला भरघोस निधी देण्यात आला आहे. यात इतर राज्यांपेक्षा मिळणाऱ्या निधी मध्ये तफावत दिसून येत आहे. हा निवडणुकी पुरता अर्थसंकल्प आहे हे यातून दिसून येते. या अर्थसंकल्पात रोजगार-महागाई यावर काही धोरण मोदी सरकारची दिसून येत नाही. कच्चे इंधन ३६ डॉलर प्रती बॅरल दर कमी झाला तरीही केंद्र सरकारने पेट्रोल-डिझेल-गॅस वरील टॅक्स मध्ये कपात केलेली नाही. एकीकडे नागरिकांना मोफत अन्न धान्य द्यायचे आणि इंधन कराच्या रूपाने लुटायचे काम मोदी सरकार करत आहे.
८ वर्षात मोदी सरकारच्या वित्तीय धोरणामध्ये ज्या दूरगामी योजना असायला हव्यात त्या दिसत नाहीत. म्हणून केंद्र सरकारने मांडलेले बजेट हे तात्पुरते कॉस्मेटिक बजेट आहे. लोकांना रोजगार-महागाई पासून दिलासा मिळालेला नाही. टॅक्स मध्ये सवलत देऊन हे स्वतःची पाठ थोपटून घेत आहे. मात्र; देशाच्या सामान्य माणसाच्या खिशात जो पर्यत पैसे येत नाही, तो पर्यत बजेटला मानत नाही. नरेंद्र मोदी सरकारने जनतेचा खिसा रिकामा करणारे बजेट सादर केले आहे. यात सामान्य जनतेसाठी काहीच दिलेले नाही.
