सोपानकाका नारनवर यांच्या अभिष्टचिंतन सोहळ्यानिमित्त ॲड. विकासदादा नारनवर यांनी सोपानकाका नारनवर यांच्या राजकीय व सामाजिक कार्याचा जीवनपट उलगडला.

भारतीय जनता युवा मोर्चाचे राष्ट्रीय उपाध्यक्ष व माळशिरस विधानसभेचे लोकप्रिय दमदार आमदार राम सातपुते यांनी भारतीय जनता पक्षाचे सोलापूर जिल्हा उपाध्यक्ष व सोलापूर जिल्हा दूरसंचार निगमचे निमंत्रित सदस्य उंबरे दहिगाव गावचे माजी सरपंच ज्येष्ठ नेते सोपानकाका नारनवर यांच्या वाढदिवसानिमित्त शासकीय विश्रामगृह माळशिरस येथे सन्मान केला. उंबरे-दहीगावसारख्या खेडेगावातून सोपानकाका नारनवर यांनी राजकारणाला सुरुवात करून अनेक पदावर काम करून सर्वसामान्य जनतेमध्ये स्वतःची वेगळी ओळख निर्माण करून नावलौकिक मिळविलेला आहे. स्वच्छ चारित्र्य, साधी राहणी, उच्च विचारसरणी, नेहमी हसतमुख असणारे, दिलखुलास, रांगडे व्यक्तिमत्व सोपानकाका नारनवर यांच्यावर वाढदिवसानिमित्त अनेकांनी फोनद्वारे व प्रत्यक्ष भेटून शुभेच्छांचा वर्षाव केलेला आहे.

ॲड. विकासदादा नारनवर यांनी त्यांच्या जीवनावरील राजकीय व सामाजिक कार्याचा जीवनपट उघडलेला आहे.

लोकनायक, संघर्षयात्री, भाजपा जिल्हा उपाध्यक्ष, सदस्य भारत निगम दूरसंचार, मा. तालुकाध्यक्ष, संचालक शेतकरी कारखाना, पंचायत समिती सदस्य, आदर्श सरपंच, तालुकाध्यक्ष संजय गांधी निराधार योजना, महात्मा गांधी तंटा मुक्ती समिती अध्यक्ष, विकास आघाड़ी संयोजक सोपानकाका नारनवर यांचा जन्म १ ऑगस्ट १९६० रोजी एका नव्या पर्वाचा उदय उंबरे गावच्या नारनवर परिवारात झाला. उगवत्या सूर्याबरोबर गावात नवीन स्वप्न, आशा, आकांक्षा व सर्वसामान्य माणसाला एक आशा वाटू लागली की, आपल्यावरती प्रेम करणार व आपल्यावर होणाऱ्या अन्यायाला वाचा फोडनारा ढाण्या वाघ जन्माला आला. कौटुंबिक कोणताही राजकीय वारसा नसताना घरची परिस्थिती हलाखीची असताना आपल्या अंगी असणाऱ्या नेतृत्व व संघटन कौशल्याच्या जोरावर अगदी लहान वयात गावच्या आपल्या शाळेला शिक्षक मिळावा म्हणून लढा उभारत, अशा अनेक चुकीच्या अन्यायकारक धोरणांना विरोध करत प्रस्थापित राजकारण्यांच्या रोषाला सामोरे जात लोकांचा प्रचंड विरोध असताना आपल्या नेतृत्व व संघटन कौशल्याच्या जोरावर गावचा विकास करायचा असेल तर सत्ता हातात पाहिजे. या ध्येय्यापोटी वयाच्या २१ व्या वर्षी सर्व युवकाना संघटित करून ग्रामपंचायतीला स्वतः गट उभा करून आपलं नशीब अजमावतात.

पण मुरब्बी व धनदांडग्या नेत्यांसमोर पहिल्यावेळी अपयशाला गवसणी घालावी लागते, तरीसुद्धा न डगमगता गावासाठी अहोरात्र कष्ट करून विविध विकासकामे गावाला मंजूर करून आणणे, लोकांच्या सतत संपर्कात राहणे त्यांच्या प्रत्येक अडीअडचणीला धावून जाणे, सर्वसामान्य माणसा प्रति असणारी आपुलकी, प्रेम, जिव्हाळा यामुळे पुढच्या वेळी झालेल्या ग्रामपंचायतीला जनतेने काकांच्या हाती काटावर सत्ता दिली. पण, जवळच्या सहकार्यांनी ऐनवेळी धोका देऊन पक्षांतर करून काकांना सत्तेपासून दूर ठेवले. परंतु, याचा जनमतावर प्रचंड परिणाम होऊन पुढच्या वेळी झालेल्या निवडणूकीत जनतेत एवढा मोठा जनाधार भेटला. सर्वात तरुण व आदर्श सरपंच होण्याचा मान काकांना जनतेने सर्वच्या सर्व उमेदवार निवडून बहुमताने एक हाती सत्ता देऊन काकांच नेतृत्व सर्वमान्य झालं आणि याच विश्वासाला सार्थ ठरवतं काकांनी आपल्या सरपंच पदाच्या काळात रोजगार हमी योजनेच्या माध्यमातून ग्रामपंचायत कार्यालय इमारत बांधकाम, लोकांना मोठ्या प्रमाणावर रोजगार निर्मिती, त्यासमवेत प्रधान मंत्री सडक योजनतेतून गावाला जोडणारे सर्व रस्ते, पूल, अंगणवाडी, शाळा, आरोग्य केंद्र, वाडीवस्तीला रस्ते, लाईट, पाणीपुरवठा, गावातील सर्व मंदिरे यांच्या प्रशस्त इमारती, प्राथमिक सर्व सोई सुविधा, त्यांनी सरपंच काळात घेतलेला आणि सर्व महाराष्ट्रात प्रशासकीय पाठपुरावा करून राबवला गेलेला व आदर्श ठरलेला सर्वात यशस्वी प्रयोग म्हणजेच वस्तीवरच्या मुलांसाठी वस्तीशाळा त्यातून घडलेली आदर्श व गुणवंत मुलं. आज अनेक क्षेत्रात उच्च पदावर दिसून येतात. यासोबतच सतत गावच्या विकासासाठी नवनवीन योजना आखणे, त्याचा प्रशासकीय पाठपुरावा करणे, तालुक्यातील सर्वाधिक व आजवरच्या इतिहासात सर्वाधिक घरकुल त्यांच्याच कार्यकिर्दीमध्ये सर्वसामान्य माणसाला लाभली. ज्यांना जागा नाही त्यांना स्वतःची जागा उपलब्ध करून दिली, प्रत्येकांच्या असणाऱ्या अडीअडचणी सोडवत महात्मा गांधी तंटामुक्त समितीचे अध्यक्ष असताना गावात एक ही वाद विवाद न होऊ देता व त्यांच्या कार्यकाळात एकही खटला न दाखल झाल्याने आदर्श गावचा पुरस्कार प्राप्त झाला‌.

आपल्या नेतृत्व व गावच्या आदर्श सरपंच काळात गावच्या विकासाची असणारी जाण व सोलापूर जिल्ह्याच्या नकाशावर उंबरे गाव आणण्यासाठी आपल्याला तालुक्यातील राजकीय सत्ता हातात असावी. या राजकीय ध्येयप्राप्तीसाठी तालुक्यात आपला राजकीय प्रस्थ निर्माण करत एक गटच काकांच्या नेतृत्वाखाली निर्माण झाला. सुरवातीला या गटाचे नेते या नात्याने मा. सहकार मंत्री व खासदार स्वर्गीय प्रतापसिंह मोहिते पाटील यांनी काकांची जनतेप्रती जोडलेली नाळ पाहून काकांच्या नेतृत्वाला उभारी देण्यासाठी सर्वानुमते सर्व गटानेच भाजपा प्रवेश करून सर्वोतोपरी सहकार्य केले व काकांना तालुक्याच्या राजकारनात नावलौकिक मिळाला‌. यातूनच शिवामृत संघ प्रणित शिव सुंदर दूध संघ निर्माण करून शेतकऱ्यांची होणारी लुटमार थांबवण्याचा पहिला यशस्वी प्रयत्न केला.

तालुक्यातील राजकारण करतानाच सामाजिक व धार्मिक गणित विचारात घेता भाजपा जेष्ठ नेते ॲड. सुभाष (आण्णा) पाटील यांच्या गटातील सर्वात विश्वासू व निस्वार्थी नेतृत्व म्हणून काकांनी तालुक्यातील सामाजिक, राजकीय कार्यात हिरीरीने सहभाग घेऊन या तालुक्यातील अन्यायकारक व शेतकरी विरोधी धोरणाच्या विरुद्ध मोर्चे, रस्ता रोको, जेलभरो अशी विविध प्रकारची आंदोलने केली. त्यासोबतच शेतकऱ्यांना कर्ज माफी व वीज बिल माफी व्हावी यासाठी केलेलं आमरण उपोषण, अशा विविध आंदोलनातुन व संघर्षातून काकांच्या नेतृत्वाने तालुक्यातील सर्व नेत्यांचा विश्वास प्राप्त केला व तालुक्यातील शेतकऱ्यांना नेहमी त्रास देणे व राजकीय विरोधात असणाऱ्या शेतकऱ्यांचा ऊस हा शेतात सडवला जात होता व राज्यातील सर्वात कमी हमीभाव दिला जातो, हे लक्षात घेऊन नुसता आवाज उठवून काही उपयोग नाही तर त्याला पर्याय निर्माण झाला पाहिजे. म्हणून मा. उत्तमराव जानकर साहेबांच्या व के. के. दादांच्या नेतृत्वाखाली आपल्या घरातील सर्व वस्तूपासून ते जमिनीवर तर कर्ज काढले पण आपल्या जवळच्या सहकाऱ्यांच्या घरावर सुध्दा कर्ज काढले. जोपर्यंत कारखान्यातुन साखर येत नाही तोपर्यंत साखरेचा चहा सुध्दा सोडला. एवढं ध्येय लक्ष वेधून कार्य करत शेतकरी साखर कारखाना स्थापन करत स्वतःकडे संचालक पदाची जबाबदारी घेत कारखाना चालू करत या तालुक्यातील शेतकऱ्यांची पिळवणूक थांबवली. व महाराष्ट्रातील सर्वाधिक उच्चांकी दर देत प्रस्थापितांना ही तेवढा दर द्यायला भाग पाडला आणि शेतकऱ्यांच्या हक्कासाठी लढणाऱ्या लढवय्याने कृतितुन खरं प्रेम सिद्ध करून दाखवले.

गेल्या काही दिवसांत अनेक दुखद घटना घडल्या. यामध्ये काकांच्या आई वडिलांचे व मोठ्या भावाचे निधन असेल, किंवा त्यांची अँजिओप्लास्टी असेल आणि अशाच परिस्थितीमध्ये अनेक आपले मानलेले जवळचे सहकारी साथ सोडून आपल्याच समोर आव्हान उभा करतात व आपल्या विरोधात कट कारस्थान रचतात, तेव्हा नाराजी व निराशा येणं साहजिकच‌. पण, अशा परिस्थितीमध्येसुद्धा सगळं संपलय, याची जाणीव होऊन आणि सर्व सत्ताचक्र हातातून गेल्यावरही काकांचे नेतृत्व हे पुन्हा नव्या जोमाने कार्य उत्साह पाहून पक्षश्रेष्ठींनी काकांना बोलावून पुन्हा भाजपामध्ये पक्ष प्रवेश दिला.
भाजपा हा केंद्रात आणि राज्यात सत्तेत येऊनही माळशिरस तालुक्यातील मरगळ पाहून व विविध गट तट पाहून यांना सर्वांना एकत्र करण्याची जबाबदारी पक्षश्रेष्ठीनी काकांकडे देत पुन्हा २०१६ ला माळशिरस भाजपा तालुका अध्यक्ष पदाची जबाबदारी काकांच्या खांद्यावर पक्षश्रेष्ठींनी दिली. अनेक गटात विभागलेला तालुका भाजपा एका छताखाली आणला. काकांच्या नेतृत्वाखाली व अध्यक्ष पदाच्या कार्यकिर्दित उपमुख्यमंत्री विजयसिंहदादा मोहिते पाटिल व परिवार यांच्या सतत संपर्कात राहून हा गट भाजपावासी करण्यासाठी अहोरात्र प्रयत्न केले.

या तालुक्यातुन भाजपच्या तिकीटावर पहिला आमदार रामभाऊ सातपुते यांना पक्षश्रेष्ठींपासून तिकिट आणणे पासून ते त्यांना निवडून आणण्यासाठी सर्वस्वी प्रयत्न काकांनी केले. परंतु, यातून समाजाच्या व आपल्या जून्या मार्गदर्शक नेतृत्वाच्या रोषाला सामोरे जावे लागले तरी काकांनी पक्ष निष्ठा जपत सातपुते यांच्यासाठी तालुकाभर सभाचा झंझावात प्रचार करत व पक्षाची ध्येय धोरण व केलेली विकासकामे पटवुन दिली. सातपुते साहेबांच्या विजयात काकांचे प्रचंड सहकार्य आहे, ते त्यांनी सुध्दा मान्य केले आहे. यासोबतच माढा लोकसभा मतदार संघातुन मा. रणजीतसिंह नाईक निंबाळकर यांचा भाजपा प्रवेश करण्यात व माळशिरस तालुक्यातुन त्यांना लाखांच्यावर मताधिक्य देऊन खासदार करण्यातही काकांनी सिंहाचा वाटा उचलला व याच काळात प्रधानमंत्री मोदी साहेबांनी अकलुजच्या सभेत काकांचे सर्वात यशस्वी तालुकाध्यक्ष म्हणून प्रचंड कौतुक करत भावी कार्यासाठी शुभेच्छा दिल्या. त्यासोबतच मा. मुख्यमंत्री देवेंद्र फडणवीस व चंद्रकांतदादा यांच्यासह अनेक जेष्ठ नेते यांनी नेहमीच काकांच्या कार्याचे कौतुकच केले आहे.

काकांना तालुक्याच्या राजकारणातुन जिल्ह्याच्या राजकारणात सोलापूर भाजपा जिल्हाउपाध्यक्ष पद भेटले. काका जिल्ह्याच्या राजकारणातही आपलं वर्चस्व प्रस्थापित करतील व घेतलेला सेवेचा वसा हा शेवटपर्यंत असाच सर्व सामन्यांच्या न्याय्य हक्कासाठी लढा लढतील. त्यानंतर भाजपा वरिष्ठ नेते मंडळींनी काकांची भारत दूरसंचारच्या सदस्य पदी नियुक्ती करून काम करण्याची संधी दिली. पण, भविष्यात काकांना संविधानिक पद भेटायला पाहिजे व यासाठी पक्ष नेतृत्वाने आगामी होणाऱ्या पंचायत समिती व जिल्हा परिषद निवडणूकित काकांच्या रूपाने गोरगरीब, कष्टकरी, वंचित, सामान्य माणसाच्या प्रश्नाची जाण असणारे सर्वसामान्य व्यक्तींचे जिल्ह्यात प्रतिनिधित्व करण्याची संविधानिक संधि जिल्हा परिषदेच्या रूपाने काकांना मिळावी. हीच ६३ व्या वाढदिवस अभिष्टचिंतन सोहळ्याच्या निमित्ताने परमेश्वराकडे पार्थना. काकांना निरोगी आरोग्य व उदंड आयुष्य लाभो व त्यांनी पाहिलेली सर्व स्वप्न, मनोकामना पूर्ण व्हावेत. सदैव काकांच्या समवेत असाच जनाधार व लोकप्रियता रहावी. नेहमी उत्तरोत्तर लोकाभिमुख सर्वोपयोगी काम घडावित, याच काकांना वाढदिवसाच्या खऱ्या अर्थाने हार्दिक हार्दिक शुभेच्छा…
