जगातील विकसित देश वगळता अनेक अविकसित व विकसनशील राष्ट्रांसमोर लोकसंख्येची नुसती संख्यात्मक वाढ ही संपत्ती नसून ती आपत्ती आणि भयंकर गंभीर समस्या बनली आहे. परंतु एक गोष्ट मात्र नक्की आहे की, जर वाढती लोकसंख्या फक्त संख्यात्मक न वाढता ती गुणात्मक असेल तर तीच त्या देशांसाठी आपत्ती नसून संपत्ती ठरते. 11 जुलै या जागतिक लोकसंख्या दिनानिमित्त विचार करायचा म्हटले तर जगात पर्याप्त लोकसंख्या, अतिरिक्त लोकसंख्या आणि न्यूनतम लोकसंख्या अशा 3 प्रकारचे देश आहेत. पर्याप्त लोकसंख्येचे देश वगळता जगात इतरत्र वाढती लोकसंख्या ही विकासात अडसर बनली आहे ही वस्तुस्थिती आहे. विकसनशील भारतात लोकसंख्येची गुणात्मक वाढ होण्याऐवजी सातत्याने संख्यात्मक वाढ होत आहे. त्यामुळे भारतीयांचे विकसित राष्ट्र व महासत्ता बनण्याचे स्वप्न आजतरी स्वप्नंच बनून राहिल्याचे प्रतिपादन माढा तालुक्यातील विठ्ठलवाडीचे आदर्श शिक्षक राजेंद्र गुंड सर यांनी केले आहे.

जगातील जे देश पर्याप्त लोकसंख्येत येतात ती बहुतांशी राष्ट्रे आज विकसित आहेत (उदा.युरोप खंडातील राष्ट्रे). कारण या देशातील लोकसंख्या वाढ ही उपलब्ध नैसर्गिक साधनसंपत्तीच्या प्रमाणात होते. जी राष्ट्रे विकसनशील आहेत, त्या राष्ट्रातील लोकसंख्या वाढ ही नैसर्गिक साधनसंपत्तीच्या तुलनेत जास्त वेगाने म्हणजेच अतिरिक्त होते. त्यामुळे अशा देशासाठी वाढती लोकसंख्या ही गंभीर समस्या बनली आहे.(उदा. भारत, पाकिस्तान) तर जगात काही राष्ट्रांमध्ये लोकसंख्येची वाढ न्यूनतम आहे. म्हणजेच उपलब्ध साधनसंपत्तीच्या तुलनेत खूपच कमी आहे. (उदा. न्यूझीलंड, ऑस्ट्रेलिया). कारण अशा देशात उपलब्ध साधनसंपत्तीचा वापर करण्यासाठी मजूर उपलब्ध होत नाहीत. त्यामुळे भरपूर साधनसंपत्ती असूनही अशा राष्ट्रांना विशेष प्रगती करता येत नाही. अशा देशासाठी लोकसंख्या वेगाने न वाढणे ही सुद्धा एक आपत्ती बनली आहे. त्यामुळे तेथील शासनास लोकसंख्या वाढीसाठी विशेष प्रयत्न व प्रोत्साहन द्यावे लागत आहे. ज्या राष्ट्रांमध्ये लोकसंख्येची वाढ नैसर्गिक साधनसंपत्तीच्या तुलनेत अतिशय वेगाने होत आहे, अशा राष्ट्रांमध्ये वेगाने वाढणा-या लोकसंख्येमुळे बेकारी व बेरोजगारी, कुपोषण, प्रदुषण, वाहतुकीच्या व रहदारीच्या समस्या, गुन्हेगारी, भ्रष्टाचार, दरोडे, खून, बलात्कार, वाढते शहरीकरण, आरोग्याच्या अपु-या सुविधा अशा अनेक गंभीर समस्या निर्माण झाल्या आहेत. अशा अप्रगत देशासाठी लोकसंख्या वाढ ही खरोखरच आपत्ती ठरत आहे. लोकसंख्या वाढ जर संख्यात्मक न होता गुणात्मक झाली तर तीच राष्ट्रासाठी संपत्ती ठरते. म्हणजेच जर वाढणा-या लोकसंख्येतून जर शास्त्रज्ञ, संशोधक, अभ्यासक, डॉक्टर, इंजिनिअर, शिक्षक बनले तर तेच लोक राष्ट्र घडवू शकतात. राष्ट्राची योग्य पद्धतीने बांधणी व नवनिर्माण करून राष्ट्राच्या प्रगतीत आणि विकासांमध्ये मोठा हातभार लावू शकतात हे अनेकजणांनी वेळोवेळी सिद्ध केले आहे.

प्रसिद्ध शास्त्रज्ञ माल्थसने सांगितले आहे की, भारतासारख्या विकसनशील देशात लोकसंख्येची वाढ ही भूमिती श्रेणीने होते व साधनसंपत्तीची वाढ ही गणिती श्रेणीने होते, त्यामुळे साधनसंपत्तीच्या तुलनेत खूपच वेगाने लोकसंख्या वाढ होत आहे. अशा देशात विकास कमी व लोकसंख्येची वाढ जास्त आहे हे रोखणे आवश्यक आहे परंतु, आजतागायत यश मिळाले नाही. आज भारताची लोकसंख्या 135 कोटींच्या आसपास पोहचली आहे. चीन नंतर भारताचा जगात लोकसंख्येच्या बाबतीत दुसरा क्रमांक लागतो, ही बाब भारतासाठी भूषणावह नसून ती एक आपत्ती ठरत आहे. केंद्र व राज्य शासनाने लोकसंख्या वाढ नियंत्रणात आणण्यासाठी जे प्रयत्न केले आहेत ते अपुरे पडत आहेत. परिणामी लोकसंख्येची वाढ झपाट्याने होत आहे ही वस्तुस्थिती आहे. सध्या भारतामध्ये मृत्यू दराच्या तुलनेत जन्मदर जास्त आहे त्यामुळे लोकसंख्या वाढ होत आहे.

शासनाने लोकसंख्या नियंत्रणात आणण्यासाठी निवडणूक लढविताना दोन पेक्षा जास्त अपत्य असल्यास निवडणूक लढविता येत नाही, तसेच दोन पेक्षा जास्त अपत्य असल्यास शैक्षणिक शुल्क माफी व इतर सुविधा मिळत नाहीत या काही उपाययोजना केल्या आहेत. परंतु, या पुरेशा नसून तोकड्या आहेत. याकरिता शासनाने कडक नियम व कायदे करून त्यांची काटेकोरपणे अंमलबजावणी करणे आवश्यक आहे. लोकसंख्या वाढ रोखण्याची जबाबदारी फक्त शासनाची नसून समाजातील सर्व घटकांची आहे. तरीही अनेकजण बेफिकीर व बेजबाबदार वृत्तीने वागतात, हे थांबणे जागतिक लोकसंख्या दिनानिमित्त अपेक्षित असल्याचे मत आदर्श शिक्षक तथा भूगोल अभ्यासक राजेंद्र गुंड सर यांनी व्यक्त केले आहे.
