अगोदरच दूध उत्पादक शेतकऱ्यांचा दूध धंदा मोडकळीस आलेला आहे. त्यात तरुणांच्या हाताला काम नाही. जगाच्या धर्तीवर भारत हे तरुण राष्ट्र म्हणून ओळखले जाते. या तरुणांना रोजगार देण्याची जबाबदारी सरकारची आहे. परंतु, या तरुणांना सरकार रोजगार देण्यास सपसेल अपयशी ठरले आहे. शेतीला जोडधंदा म्हणून महाराष्ट्रातील शेतकऱ्यांच्या पोरांनी दूध उत्पादनाचा व्यवसाय चालू केला. म्हणून देशावरील बेरोजगारीचे संकट काही अंशी कमी झाले होते. परंतु, शासनाच्या चुकीच्या धोरणांमुळे तोही व्यवसाय मोडकळीस आला आहे.
सत्ता टिकवण्याच्या व स्वार्थाच्या राजकारणामध्ये राज्यकर्ते मश्गुल झाले आहेत. दूध उत्पादकांना मात्र त्यांनी वाऱ्यावर सोडलेले आहे.
एकीकडे राज्यकर्त्यांनी दूध उत्पादकांना गाजर दाखवण्यासाठी 34 रुपयांचा जीआर काढला आणि त्याच राज्यकर्त्यांनी त्याच जीआरला केराची टोपली दाखवली.
आम्ही स्वाभिमानी शेतकरी संघटनेने व शेतकऱ्यांनी वारंवार दूध आंदोलन केल्यानंतर सरकारने पाच रुपये अनुदान देण्याचे कबूल केले. गेले तीन महिने उलटून गेले ते ही अनुदान शेतकऱ्यांच्या खात्यात जमा झालेले नाही. हे ही अनुदान 34 रुपयांच्या जीआर प्रमाणे गाजर आहे की काय, अशी भीती दूध उत्पादक शेतकऱ्यांना वाटू लागली आहे.
भरीस भर म्हणून की काय दूध उत्पादकांच्या खरेदीदराची आजही घसरण होताना दिसून येत आहे. 39 रुपयांपासून एक ते दोन रुपये कमी – कमी करत तोच दर आज 24 ते 26 रुपयांवर आणून ठेवला. आहे या कारणांमुळे दूध उत्पादक अतिशय अडचणीत आला आहे.
एकीकडे शेतकरी आसमानी व सुलतानी संकटांनी ग्रासलेला असताना, महाराष्ट्र राज्यांवरती दुष्काळाचे सावट असताना, चाऱ्याचा व पाण्याचा प्रश्न गंभीर असताना, चारा छावण्या निर्माण करण्याची गरज असताना, खऱ्या अर्थाने सरकारने मायबाप म्हणून शेतकऱ्यांना धीर देण्याची गरज असताना, राज्यकर्ते राजकारणामध्ये गुंग झालेले दिसून येत आहेत. एकीकडे सरकारकडे आम्ही माहिती अधिकार टाकल्यानंतर दूध उत्पादनाचा खर्च सरकारी आकडेवारीनुसार 40 ते 45 रुपये प्रति लिटर दाखवला जातो. परंतु प्रत्यक्षात मात्र तोच खरेदी दर 25 ते 26 रुपयांवरती सरकारने आणून ठेवला आहे. अशा या भंपक राज्यकर्त्यांमुळे दूध उत्पादक व शेतकऱ्यांवरती आत्महत्या करण्याची वेळ येऊन ठेपलेली आहे.
आजपर्यंतच्या इतिहासामध्ये उन्हाळ्यामध्ये दूध उत्पादनात घट होते व दुधाचे भाव वाढले जातात. परंतु याउलट राज्यकर्त्यांच्या सत्ता टिकवण्याच्या नादामध्ये डेअरी चालकांवरती कोणताही अंकुश राहिलेला नाही. एकीकडे कोल्हापूर जिल्ह्यामध्ये आज देखील दुधाचा खरेदी दर 3.5 व 8.5 ला 33 रुपये मिळत असल्याचे दिसून येत आहे. परंतु, तोच दर उर्वरित महाराष्ट्रामध्ये सहा ते सात रुपयांनी कमी दिसत आहे. याचाच अर्थ सरकार म्हणून शेतकऱ्यांकडे आपले पूर्णपणे दुर्लक्ष झालेले दिसून येत आहे.
भारताला स्वातंत्र्य मिळून जवळपास 75 वर्षे उलटून गेली परंतु, अद्याप देखील महाराष्ट्रामध्ये शेतकरी आत्महत्या करण्याचे सत्र चालूच आहे व त्यांचे प्रमाण वाढतच चाललेले दिसून येत आहे. या 75 वर्षांमध्ये नाही सरकार म्हणून आपण शेतकऱ्यांना त्यांच्या मालाला योग्य भाव दिला नाही, त्यांच्या आत्महत्या कमी केल्या नाही, तरुणांना रोजगार दिला नाही, देश महासत्ता केला नाही, महागाई कमी केली साधा शेतकऱ्यांचा पाण्याचा विजेचा हमीभावाचा प्रश्न सोडवता आलेला नाही.
येत्या आठ दिवसांमध्ये दुधाचे पाच रुपये अनुदान शेतकऱ्यांच्या खात्यावरती जमा करावे त्याचबरोबर तेच अनुदान दुधाला 40 रुपये दर होत नाही तोपर्यंत चालू ठेवण्यात यावे. कोणत्याही अटी शर्ती व निकष न घालता आणि जाहीर केलेले अनुदान लवकरात लवकर जमा न केल्यास व दुधाला प्रतिलिटर चाळीस रुपये दर न केल्यास स्वाभिमानी शेतकरी संघटना याच मैदानामध्ये दूध उत्पादक व शेतकऱ्यांना सोबत घेऊन आपल्याला आस्मान दाखवल्याशिवाय स्वस्त बसणार नाही. असे स्वाभिमानी शेतकरी संघटनेचे प्रदेश युवा अध्यक्ष अमरसिंह कदम यांनी प्रसिद्धीस दिलेल्या पत्रकात नमूद करण्यात आले आहे.
