हिमाचल प्रदेश सरकारने पहिल्याच मंत्रीमंडळ बैठकीत शिक्षक व शासकीय कर्मचाऱ्यांना जुनी पेन्शन योजना लागू करण्याचा ऐतिहासिक निर्णय घेतला आहे. हिमाचलचे मुख्यमंत्री सुखविंदर सुख्खु यांनी पत्रकार परिषदेत ही महत्त्वाची घोषणा केली. देशभरातील शिक्षक व कर्मचाऱ्यांमध्ये आनंदाचे वातावरण निर्माण झाले असून सोशल मीडियावरती कोट्यावधी कर्मचाऱ्यांनी मुख्यमंत्री सुखविंदर सुख्खु यांचे आभार मानले आहेत.
हिमाचल सरकारने आपल्या कर्मचाऱ्यांना जुनी पेन्शन योजना लागू केली आहे. यापूर्वी राजस्थान, छत्तीसगढ, झारखंड, पंजाब सरकारने कर्मचाऱ्यांना जुनी पेन्शन योजना लागू केली आहे. पण, महाराष्ट्रातील शिंदे-फडणवीस सरकार असा निर्णय कधी घेणार ? असा संतप्त सवाल मोठ्या प्रमाणात उपस्थित होऊ लागला आहे.
महाराष्ट्र सरकारने १ नोव्हेंबर २००५ नंतरच्या कर्मचाऱ्यांना नवीन अंशदान पेन्शन योजना लागू केली. त्यावेळी अतिशय गाजावाजा करून कर्मचाऱ्यांसाठी चांगली योजना आहे, असा सरकारने प्रचार, प्रसार केला. पण प्रत्यक्षात मात्र ही योजना फसवी असल्याचे स्पष्टपणे दिसून आले आहे. महाराष्ट्र राज्य जुनी पेन्शन हक्क संघटनेने या योजनेत सरकारने कर्मचाऱ्यांची कशी फसवणूक केली हे सप्रमाण दाखवून दिले आहे. तब्बल १५ वर्षे या योजनेत पैसे कपात केल्यानंतर सरकार याचा साधा हिशोबही देऊ शकले नाही आणि आता एनपीएस मध्ये वर्ग करण्याचा आत्मघातकी निर्णय सरकारने घेतला आहे. सरकारने कोणतीही पूर्वतयारी न करता, नियोजन न करता कर्मचारी बांधवांचे आयुष्य धोक्यात आणले. कर्मचाऱ्यांचा संवैधानिक अधिकार हिरावून त्यांचे भविष्य अंधारात ढकलले. अनेक मयत कर्मचाऱ्यांचे संसार उघड्यावर आणले. आता सरकार देखील या योजनेमुळे आर्थिक संकटात सापडले आहे. या सर्व दुरावस्थेला सरकार जबाबदार असून या गर्तेतून बाहेर पडण्यासाठी एकच उपाय आहे, तो म्हणजे सर्व कर्मचाऱ्यांना सरसकट जुनी पेन्शन योजना लागू करणे. चालू वर्षात ९ राज्यांच्या निवडणूक प्रचारात जुनी पेन्शनचा मुद्दा केंद्रस्थानी आहे. महाराष्ट्र सरकारने या प्रश्नाची दाहकता लक्षात घेऊन लवकरात लवकर कर्मचाऱ्यांना जुनी पेन्शन योजना लागू करावी अशी मागणी महाराष्ट्रातील लाखो कर्मचारी आता करत आहेत.
हिमाचल प्रदेशात पुन्हा जुनी पेन्शन योजना लागू झाल्याबद्दल सोलापूर जिल्ह्यातील एनपीएस कर्मचाऱ्यांनी आनंदोत्सव साजरा केला. एकमेकांना मिठाई भरवून शुभेच्छा दिल्या. लवकरच संघटनेच्या वतीने अभिनंदन फलक संपूर्ण जिल्ह्यात लावले जाणार आहेत. यावेळी प्रशांत लंबे, दिगंबर तोडकरी, जिल्हा नेते तात्यासाहेब जाधव, किरण काळे, साईनाथ देवकर, आशिष चव्हाण, अर्जुन पिसे, सचिन क्षिरसागर, शिवानंद बारबोले, सैदाप्पा कोळी, संजय ननवरे, संदीप गायकवाड, ज्ञानेश्वर चव्हाण, सतीश चिंदे, सतीश लेंडवे, बाबासाहेब घोडके, विजय राऊत, उमेश उघडे, कृष्णदेव पवार, मोहन पवार, धनंजय धबधबे, उमेश सरवळे, विठ्ठल पाटील, नमिता शिर्के, ज्योती कलुबर्मे, गायत्री काळे, स्मिता फटे, स्वाती नलावडे, दिपाली स्वामी, अरुण चौगुले, अरुण राठोड, कमलाकर दावणे, प्रविण देशमुख, राजेंद्र सुर्यवंशी, स्वाती चोपडे, दिपक वडवेराव, रियाज मुलाणी, राजेंद्र कांबळे, महेश कसबे, नेताजी रणदिवे आदी पदाधिकारी उपस्थित होते.
महाराष्ट्रातील शिंदे-फडणवीस सरकारनेही 1 नोव्हेंबर 2005 नंतरचे सर्व प्राथमिक व माध्यमिक शाळेतील शिक्षक व शिक्षकेतर कर्मचारी आणि इतर खात्यातील शासकीय कर्मचाऱ्यांना तात्काळ जूनी पेंशन योजना लागू करावी, अन्यथा या मागणीसाठी संघटनेच्या माध्यमातून लोकशाहीच्या मार्गाने सरकारच्या चालढकल व दिरंगाईच्या धोरणाविरोधात तीव्र आंदोलन व चळवळ उभी करण्याचा इशारा जुनी पेन्शन संघटनेचे माढा तालुकाध्यक्ष कमलाकर दावणे यांनी दिला आहे.
