माळशिरस येथील सहाय्यक दुय्यम निबंध सौ. अपर्णा शरद गुरव यांनी पदभार स्वीकारल्यापासून केलेल्या दस्ताची चौकशी होण्यासाठी छावा क्रांतिवीर सेनेचे पश्चिम महाराष्ट्र राज्य युवक अध्यक्ष हर्षद भोसले यांनी नोंदणी महानिरीक्षक मुद्रांक नियंत्रक महाराष्ट्र राज्य पुणे यांना निवेदन देऊन मागणी केलेली आहे.

सदर निवेदनात असे नमूद करण्यात आले आहे की, सहाय्यक दुय्यम निबंध कार्यालयात नोंदणी व शासन यांचे आदेश धुडकावून सर्रासपणे बोगस दस्त नोंदवले जात आहेत. शासन परिपत्रक क्रमांक नोंदणी /२००२/३२/३३ प. क्र. ७८७/४/१ दि. ६/१/२०१३ विभागीय आयुक्त पुणे, यांच्याकडील क्रमांक मह/२/जमीन/फुगे/सी.आर ६२४३ दि. २३/१२/२०१३ रोजीचे तसेच नोंदणी अधिनियम १९०८ मधील कलम ५८ च्या पोट कलम एक मधील तरतुदीचे व नोमनी यांच्याकडील परिपत्रक क्रमांक – ४ प्र. क्र.१७२/०७/८१३ दि. ६/६/२००७ तसेच क.का/४ प्र. क्र. १७२/७/१३/१७५९ दि. २३/८/२०१३ रोजी परिपत्रकाचे उल्लंघन करून आपल्या सहाय्यक दुय्यम निबंधक कार्यालयामध्ये सर्रासपणे असंख्य खरेदी खत गुंठेवारी नोंदवली आहेत. २० गुंठे एनए व ५ नावे टाकणे व शेती उतारा असे दाखविणे. व जिल्हाधिकारी साहेब सोलापूर जिल्हा अंतर्गत माळशिरस तालुक्यातील यांच्या अंतर्गत स्टे असलेला गटामधील सर्व प्लॉटच्या जाणीवपूर्वक खरेदी करत आहे.

याशिवाय नोंदणी अधिनियम १८००८ मधील कलम ५८ च्या पोटकलम १ मधील तरतुदीचे तसेच बनावट दस्त नोंदविण्याचे प्रकार रोखण्याकरता नोंदणी कार्यालयांनी काढलेल्या परिपत्रक क्र. अ क (४),१७२/७/१३ दि. २३/८/२०२३ यामध्ये देण्यात आलेल्या सूचनांचे पालन करण्यात दुय्यम निबंधकाने कसूर करून महाराष्ट्र नागरिक सेवा शिस्त व अपील १९७५ सुधारणा नियम कलम २००७ मधील कलम ३ भंग केलेला आहे.

या दुय्यम निबंधक अधिकारी गैरमार्गाने महसूल विभागाची फसवणूक करून शासनाचा महसूल बुडवून स्वतःच्या हितासाठी मनमानी गैरकारभार करत आहेत. या दुय्यम निबंधक अधिकारी स्वतःकडे फ्लॅट सिस्टीम, बंगले, बेहिशोबी मालमत्ता कुठून येते, नियमांचे उल्लंघन करून शासनाची फसवणूक करून स्वतःच्या तिजोरी भरत आहेत. व तसेच नातेवाईकांच्या नावावरती प्रॉपर्टी जमा करून बेहिशोबी मालमत्ता जमा केलेली आहे. तरी दुय्यम निबंधक अधिकारी, वरिष्ठ सह. दुय्यम जिल्हाधिकारी कार्यालय सोलापूर यांची कोणतीही परमिशन न घेता बोगस काम करत आहेत. सहाय्यक दुय्यम जिल्हाधिकारी श्री. खोमणे साहेब हे अधिकाऱ्यांना पाठीशी घालत आहेत. तरी नोंदणी महानिरीक्षक व मुद्रांक नियंत्रक महाराष्ट्र राज्य श्री. हिरालाल सोनवणे साहेब आपणांस या प्रकरणाची योग्य पद्धतीने शहानिशा करून कारवाई करावी. तसेच अकलूज दुय्यम निबंधक कार्यालयामध्ये अधिकारी म्हणून काम करत असणाऱ्या गुरव मॅडम यांच्या स्थानिक गुंडांना हाताशी धरून बेकायदेशीर दस्त नोंदी चालू आहेत व संपूर्ण दस्ताची चौकशी करण्यात यावी आणि मोजक्या स्टॅम्प वेंडर (एजंट) यांना हाताशी धरून त्यांच्यामार्फत दस्त केले जातात व स्वतः वैयक्तिक केल्यास मी दस्त करत नाही. वरिष्ठ अधिकाऱ्यांना दस्त दाखवून बघते, असे ते उडवा उडवीचे उत्तरे देतात. मात्र, त्यांच्या लोकांमार्फत स्टॅम्प वेंडर (एजंट) मार्फत दिवसभराचे दस्ताचे पैसे संध्याकाळी ६ नंतर मागितले जातात. सह. दुय्यम निबंधक गुरव मॅडम यांची संपूर्ण खातेनिहाय तपासणी करून संबंधितावर कठोर, कडक कारवाई व निलंबित करण्यात यावे. या मागणीसाठी मा. मुद्रांक महानिरीक्षक साहेब, महाराष्ट्र राज्य पुणे यांच्या कार्यालयासमोर आंदोलन, उपोषण करण्यात येईल व संबंधित अधिकारी व महाराष्ट्र शासन जबाबदार राहील याची गांभीर्याने नोंद घ्यावी. असे निवेदन दिलेली आहे.
